A Dispensation from the Karmic Board:
An Opportunity to
Write on a Clean White Page
All Outer Accomplishment
Must Be the Product of Inner Attainment
Know What It Is to Have the True Humility of the Christed One
Part 1
Opportunity, when seized, is your open portal to unity with the I AM Presence.
Life is indeed opportunity. But in order to seize that opportunity you must have vision, divine vision, the inner vision that perceives what is at hand as karmic cycles, as opportunity to expand the flame.
And therefore the action of the All-Seeing Eye of God, working hand in hand with the flame of freedom—that beauteous flow of emerald and violet and purple with the mercy flame intertwining—will give you the movement, the freedom to see reality and then to acknowledge reality, to outpicture reality, to espouse the cause of reality.
Opportunity knocks at the door of consciousness. You must be prepared to identify the stranger that is within thy gates.1 The gates of consciousness must admit the messenger of hierarchy, the messenger of opportunity, and not the messenger of doom and doomsday. Listen well, then, and hearken unto the angels who come with a guardian action of the sacred fire to insulate the holy innocence of your mind and soul. This is so that you do not think that the first knock you hear at the door is automatically an emissary of the Great White Brotherhood.
Understand that in this year of 1975, which is a year of cosmic initiation for the planet, for Keepers of the Flame and for all mankind, there will be many knocks at the door, many who come to sell their wares, many who come to secure your soul at other levels that are less than divine. Caveat emptor, “Let the buyer beware.” Let Keepers of the Flame who have the supply of the Brotherhood in their hands beware to whom they entrust that supply.
I come, then, to reveal to you a sacred energy and a sacred opportunity. Your initiations in this year will lay the foundation, ultimately culminating in the flame of the Holy Spirit being sealed in the capstone, with the ascension as the fruit of a life of service.
Now the Karmic Board comes forth with a dispensation for Keepers of the Flame and certain sons and daughters of God who are striving on many paths and in many areas of service to be more like him, to be acceptable unto him. The newness of a cycle is at hand, and the newness of a flame. Your life is a clean white page and we say, “The past is prologue.”2 Now dip the quill into the fount of the heart to write upon that page with the right hand the outline of your destiny.
Now hear this: In the Book of Life3 there are also the pages—the pages of the past, of past ages and incarnations, of errors and failures. Now the Karmic Board has written that the past might be for a time fluid, that the record of the past might be made fluid, and that by an extraordinary effort and action on your part, you—I say, each one of you individually, by passing your tests in this quarter century beginning January 1—can write on a new page that is set aside in order to see what you will make of this opportunity. You can write a tale of victory. You can write line by line the overcoming, the seizing of opportunity through cosmic vision.
The dispensation is given that if you make a more than ordinary mark upon that page—a mark of attainment, of diligence, of pure motive—there will take place at the end of the twelve months a dissolving of certain past records made fluid by the consciousness of the Holy Spirit.
In other words, the momentum of light you will garner by passing your initiations in the service of the Great White Brotherhood will be such that, by your right markings and your right effort, angels of record, the Lord of the World and the Keeper of the Scrolls will be able to take from the Book of Life certain etchings that are not of the light. This is because [the momentum garnered will have been] made in the flame of the Holy Spirit, with the added impetus of the mantle of the Maha Chohan.
Now I say, do not take this opportunity lightly. Do not say to yourself, “Well, this is just another dispensation from the Lords of Karma.” And do not allow the force to say in your mind, “Well, I have failed before, and try as I will, I will probably fail again.”
What are you, after all? Are you robots programmed to failure by the mass consciousness? I say, No! I AM a cosmic mother and I sponsor opportunity within you. And I do not recognize failure!
Proverbially blind, I AM the Goddess of Justice.4 I AM not blind to justice! I AM blind to injustice, for I hold the immaculate conception of the victory of life. And therefore it is the Keeper of the Scrolls and your own Christ Self who bring forth that record that is less than the Christ. But I uphold the cosmic justice, the cosmic honor flame of your inner reality. And that is my consciousness. That is my Mother flame.
Of course, in the administering of cosmic justice on the board of the Lords of Karma, there comes a time when we enter a certain level of Cosmic Christ discrimination where all aspects of identity are laid bare and made known to us. But I tell you, even in that moment of seeing all and knowing all—yes, even the darkest recesses of your past—even there I behold the jewel of your soul and the cosmic justice of your life as being the blueprint of God-reality.
I say, then, it is the hour for the breaking, the shattering of that momentum whereby in their fear and in their torment some of the chelas and many among mankind still retain that mortal curse, that will to fail.
Blaze forth! Burn through! Blaze the light of God through the subconscious and all aspects of consciousness in the etheric, mental, emotional and physical planes! Blaze forth the light of cosmic freedom! Blaze the light of cosmic freedom! Blaze the light of cosmic freedom!
So let the nucleus from my heart, the nucleus of cosmic justice as opportunity—opportunity that leads surely to victory—be sealed within you. Let it be sealed within your soul. And now for that sealing action, will you say with me: “I know that I shall win by God!”
[Audience repeats with Portia: “I know that I shall win by God!” (3x)]
Let the cause, effect, record and memory of all disturbance, all discord, all strife, all division, all past failures now be dissolved. Let them be dissolved from the heart of the Mother. Let all apprehensions be dissolved, and let these be transmuted into comprehension, the comprehension of life.
Therefore, consider the dispensation of the Lords of Karma. Consider that this is truth, that it is reality, that it is certainty, that it is the taper that will light the torch of victory if you make it so, if you seize this opportunity and say:
I will go! I will go! I will run the race! And I will secure the victory for Saint Germain, for my own ascension, and for the chelas of the light. I will release the teachings, and it shall not fail.
The Word of God shall not return unto him void.5 So was it spoken. So is this the Law and the cosmic justice. So in the name of the Christ I stand as a chela of Saint Germain.
I proclaim in the name of my I AM Presence my own discipleship. I will stand by my master through all, and I will endure unto the end. I will send forth the Word. And I decree by the fiat of the Lord: It shall not return unto my master void.
So do the words of the determined chela ring as carillon bells in our ears. So we listen. So we watch how, with fervent hearts, souls will make a mark on the age. So we delight in the law of the inner consciousness.
Now I say, then, opportunity to expand the light is also a delicate balance. Opportunity to pass initiations, as I have said, requires not only vision but perspective. You must be able to see with a balanced eye what is the perspective of the moment, what is unimportant and what is vitally important.
You must call for the cycles of Cyclopea to see that you do not miss the cycles that are important to God and to man. You must come into phase with the heart of the Mother flame. You must come into phase with the group mandala of Saint Germain. You must work as one body, one mind, wherever you are. And coming into phase requires invocation for a balanced threefold flame and the entertaining of that state of listening grace.

This dictation by Portia was delivered by the Messenger of the Great White Brotherhood Elizabeth Clare Prophet on Tuesday, December 31, 1974, during the New Year’s class, New Beginnings in the Flame of the Holy Spirit, held at the Anaheim Convention Center, Anaheim, California. 2. “The past is prologue.” This well-known phrase is taken from Shakespeare’s play The Tempest, where Antonio is attempting to persuade the king’s brother, Sebastian, that his life’s fortunes would be improved if he took action against the sleeping king (act 2, scene 1). Their plan to take the king’s life is thwarted when the king and others are suddenly awakened. Shakespeare’s statement has come to mean that what has happened in the past sets the stage for the future. It may also mean that circumstances bring individuals to a point of decision, whether to take action or not.
3. The Book of Life. Phil. 4:3; Rev. 13:7, 8; 17:8; 20:11—15; 21:27; 22:19. The ascended masters teach that we each have a book of life—the book of the record of our comings and goings and karma through our many lifetimes. These are noted by the recording angels and submitted to the Keeper of the Scrolls, who in turn is responsible for making these recordings available to ascended masters and the Lords of Karma who ask to review an individual’s record.
4. Proverbially blind. Justice is often symbolized by a female figure who holds a sword in one hand and scales in the other. Since the sixteenth century, Justice has often been depicted blindfolded, to ensure fairness and impartiality.
