The Government Shall Be
upon His Shoulder
I come to address America 1976. I come in the flame of the eternal Christos. I AM in the light of the Prince of Peace. It is written that the government shall be upon his shoulder.1 I come to report to those who keep the flame of life with Sanat Kumara that the distresses on earth are reaching unto the farthest stars and that these distresses are the stresses upon the souls of the children of light.
I come in an hour when sons and daughters of God have come to the earth over hundreds and thousands of years, and even in recent months those lightbearers have been slain on the battlefield of life by the fallen ones who yet toil in their wickedness to capture the sons of God, to eliminate them by their dark deeds.2
And therefore the procession of pilgrims of light, who have walked over this continent and every continent, entering into government, into the affairs of the nations, has been an endless procession of those who have kept their votive flames burning from the altars of heaven, who have caught the vision, who have come into incarnation. And just at the moment when they could work a work for God, they have been taken in that untimely manner of the wicked from the great harvest that is nigh.
I speak to you of all nations and of this nation. I speak to you of the dedication to cosmic purpose, and I speak to you of the great light that is come into your midst by this dispensation of the hierarchy of light. If the government shall be upon his shoulder, then it must be because those sons and daughters of God in embodiment have chosen to take the helmet and the shield and the sword, which is fitting for the hour of the victory.
There is the hour for the robe of the pilgrim and the sandals and the walking in the way, communing with life. Then there is the hour of the battle when you must have that countenance that is firmed in the will of God to see the battle through.
I come, then, to you who have the means to call forth the protection of the saints. I cry out to you this day on behalf of the children of God who seek to defend this nation and every nation in the way of righteousness and yet who have not the word of truth or the understanding of the science of the spoken Word.
These very ones, who are our instruments and who are in the churches this day who celebrate with me the Christ and the flame of freedom, have not the protection and the intercession of Archangel Michael to the degree that they ought to because they do not understand the invocation of the flame and therefore they are slain on the battleground.
Do you understand, then, that you must compensate for every soul of light upon Terra with your invocations and your decrees?
I praise the LORD within you this day that you have not wearied in well doing, that you understand that your calling and your continuous calling unto the LORD has been that point of salvation and protection for many who are just as dedicated and just as devoted to the Christ and to the principles of freedom [as you are]. Until that gap can be filled in their understanding, then I say, you hold the responsibility of the flame of life.
To you who can give the mantras of the sacred Word—you who can call forth God’s light in meditation, you who can give the invocations and know that God will answer you—I say, let the breath of life that flows through you be for the qualification of the Word as you pray without ceasing.
To pray without ceasing is to continually confirm the action of God, as gratitude is the “I AM gratitude in action.” This is the manifestation of that immigration of light whereby the souls of a continent and of a cosmos come to the place where the flame is enshrined in the City Foursquare and in the hearts of a people.
I cry out this day, for ere the exposure of the wicked can be fulfilled, there must be the strengthening in the body of God. There must be the setting aside of all that is less than that devotion, all that is personal and private that is selfish unto the self. This must be put aside not because it is right or wrong, not because it is sin or the sense of sin, but because it interferes and detracts from the victory of the light. When you vest your energies in those lesser manifestations, you do not have that precious energy to give on behalf of the protection of souls who are yearning for freedom, who are one in the flame of the spirit in Russia and in China, throughout the Far East and in Africa.
My children call to me by the hour, as they call to Mary. And when I send my angels to fulfill the needs of my children throughout the planetary body, I dip into the reservoir of light that is there waiting for every ascended being to draw from—that reservoir on earth that is the reservoir of your own invocations and decrees. And therefore that storehouse, that treasure-house of light that is in your heart, must be guarded. For when we come to save the lives of thousands and millions, we must draw upon the light of prayer and invocation that you have garnered in this plane. For so it is written and so is the Law ever fulfilled that the call must come forth from this plane.
Therefore we do bow our heads this day to offer gratitude for all the children of God on earth who are working as best they can and as they see fit to serve for the salvation of earth and her people.
We send forth angels of gratitude to inspire mankind with love and devotion to one another. We send forth the legions of K-17. And by the order of our council this day, legions of Lanello and K-17 go forth to assist all lightbearers in the exposure of those aspects of the conspiracy that have not been made known to you heretofore, in the assembling of the pieces of the pie of the deception—the deception of the American people, the deception of the Russian people, the deception of the Chinese people.
I ask you to give forth your calls fervently to the All Seeing Eye of God that this exposure might be complete, that thereby the children of God on earth might live to see the reign of the Prince of Peace and the fulfillment of that prophecy.3 For it shall surely come as it is written. It shall come when men and women of great devotion understand that flame within their hearts, that flame that burns on, that eternal flame, that flame of the son who said, “On earth, God’s work must truly be our own.”4
Do you not remember the fall of your president that also occurred just before Thanksgiving?5 Do you not remember, then, of the brother of the slain one6 and all the rest who have gone to fight the battles of the fallen ones and to shed their blood, just as I shed my blood upon that cross?
Do you not understand that within the hearts of these souls, even though they were yet imperfect in their understanding, there was a burning desire to serve God and to serve America and to serve freedom in every land?
Do you not understand that those who have willingly gone forth to stand for the light against insurmountable odds have had the same courage that God also gave to me to take upon myself the burden of world karma and to give my life for the millions who would come after me?
I tell you, I am not the only one who has been crucified for the service of the light of God in the people of God. All of those who have gone forth—and I speak to you, mothers and fathers throughout the land who have lost your sons in Vietnam and elsewhere. I speak to you, and I, Jesus, send to you the comfort of the Almighty One that was given even to my own mother and to the blessed ones.
I send you the hope and the fire of the resurrection flame! I send to you the hope of glory and the promise of the ascension! I send to you the understanding that your sons will live again! For I will sponsor them to return to this scene, and I will sponsor them so that they might fulfill that destiny and learn of me and learn of the Word and of the Lamb and learn of the sacrifice and learn that the way will open for the victory! For I will come to you and I will come to them.
I will lead the armies of heaven and the great hosts of the LORD. And you will see that the promise that every Christian holds dear within his heart [will be fulfilled]—and the promise that every ascended master student holds within his heart, and every Buddhist and every Muslim and every devotee of the Great Law of life. You will see that God will fulfill those promises. You will see that the meek will indeed inherit this earth.7 Therefore look at the scriptures, for in them you will find the interpretation of the conspiracy of the fallen ones. You will find the fulfillment of my Word in this age.
Therefore, watch. For you do not know when the coming of the Son of man will be.8 You do not know when that coming of the Christ will be. Will you be in your fields? Will you be in your parlors? Will you be making merry? Will you be far from me? Will you be in the astral consciousness, with your drugs and your tampering with the sacred fires of God? Or will you be standing fast, there in the action of the LORD so that you need but to look up and to see and to make your attunement and to know that our God draweth nigh?
I send comfort. I send love. And I tell you, if you have lost a loved one in this battlefield of life, be not dismayed but be comforted in my love. For that one will be returned to you. As surely as I live, you will see that one again. And all who have passed who have had the love of my flame in their hearts have been taken by my angels into the Retreat of the Resurrection.9
The blessed flame of the resurrection burns on. Life is a plan! It is the plan of God! And regardless of all injustice, of appearances to the contrary, life will claim its own. Life will bring this people to the one grace and the one throne. Life will come to claim you for its own.
I speak to you of thanksgiving. I speak to you of the glorious entrance into Jerusalem on Palm Sunday.10 And I warn you that the events that followed Palm Sunday must also follow those who would walk with me to the conquering of every foe, to the exposure of the Liar and the lie. For unless you submit unto the crucifixion, the fallen ones cannot be judged. For they must take their stand as it is in their hearts against the lightbearers, against the son of God. And when by their action and by their deed they condemn the blessed son, then the judgment of Almighty God descends! Then they are taken to the Court of the Sacred Fire!
Therefore it is written, “For judgment I AM come.”11 It is necessary that the light descend into the midst of the fallen ones so that that light might evoke from them their answer to serve God or not. And when they choose not to serve God, then the angels come and they are bound.
And thus, you see, as you are warriors in the battle of life, you must invoke those to whom it is given to plunge the sword of truth into the midst of error. While you stand fast and give forth the Word and the call, so let the hosts of the LORD do your bidding and be victorious in the fray.
I AM Jesus, your brother. I come to you to remind you of that which is to come and of all that has gone before. I come in the comfort of our oneness and of every mission that we have undertaken together, for we are indeed one. And we have come from other worlds, and to other worlds we shall return. Will you not remember my heart and my flame as I have come to you this day? Will you not understand that with the few who will remain constant, who will keep the constancy, who will endure unto the end, we will anchor the light of God, we will win, and all will be in the perfect place according to the divine plan?
Let your calls go forth in joy, in victory, in love. Let each coming together in the celebration of the Logos—the celebration of the blessed Logos, the Solar Logoi (who keep the flame of the Word in the Great Central Sun)—let that coming together be in the knowledge of the power and of the release of the action of that energy. For it is a celebration when you come together to decree.
Let it come forth from within your heart, then, that you are given the vision of the souls across the face of the earth who can rise up and be strengthened in the noon hour, when they would faint in the heat of the sun.
Let your hearts know that every call you make is fulfilled and that you are engaged in the victory of a planet, no less, and that there are millions of souls tarrying in the etheric plane who are the saints robed in white who also serve with you. Will you not take the vision of America free, of Terra free, of every nation free? Will you not take that vision from me in gratitude this day?
Will you not give gratitude that God has been with you so that you might overcome temptation and pass the tests in the path of life?
Will you not give gratitude for the way that has been shown to you by this dispensation of the release of the teachings of our band?
Will you not see that gratitude is in the total spectrum of our oneness, that millions of souls know that I AM come this day and that I AM speaking through this messenger—millions of souls who have not the outer awareness, yet the inner flame is there?
And I tell you that regardless of appearances, the souls of light on Terra are one in this hour! I say to you and I confirm it by my flame this day: We are one in Christ and in the service of our God! We are one!
And there shall not pass that enemy of the light to tear from us our oneness. There shall not pass before us in this city those fallen ones who would demonstrate against the Law. For in their coming they shall be stayed by the hand of Almighty God and by all of elemental life and all angelic hosts, and above all by the devotees of the flame who will stand and still stand, and stand fast in the calling of the Almighty One.
I thank you, and I AM ever in your midst, the Faithful and True.

This dictation by Jesus the Christ was delivered by the Messenger of the Great White Brotherhood Elizabeth Clare Prophet on Thursday, November 25, 1976, during the Thanksgiving Day service in Pasadena, California. [N.B. Bracketed words have been added for clarity in the written word.]
1. Isa. 9:6. Commenting on this quote from Isaiah in a lecture delivered on December 2, 1984, Elizabeth Clare Prophet explained: “The idea of the path of the ascended masters is to get your life in order so you can really give your life on the altar of humanity. This is supposed to be the exemplar nation [America], where each one receives the Christ Self into his temple. This is where Isaiah’s prophecy is fulfilled, ‘And the government shall be upon his shoulder’ in you. Your Christ Self is the government of this nation. When you’re one with that consciousness, you have divine awareness for right action. So, we the people of this nation have the most powerful opportunity to bring this solution, this equation of self-government, representative government. Who are the representatives of the people really? They are the Christed ones, the anointed ones; they are the people who should hold office who have an inner attunement, and they position themselves anywhere.”
2. In recent months. There were many wars and conflicts in the year 1976, many of which were ongoing. Jesus may be referring to the Aishiyeh (Lebanon) massacre of 70 Lebanese-Christian civilians by Syrian-backed Palestinian factions on October 19, 1976. Also, on August 12, 1976, the Maronite Christian militia massacred 1,000-1500 civilians in East Beirut. For further information, search online for conflicts and wars in 1976.
3. The fulfillment of that prophecy. Jesus is referring to the prophecy of Isaiah 9:6-7: “For unto us a child is born, unto us a son is given: and the government shall be upon his shoulder: and his name shall be called Wonderful, Counsellor, The mighty God, The everlasting Father, The Prince of Peace. Of the increase of his government and peace there shall be no end, upon the throne of David, and upon his kingdom, to order it, and to establish it with judgment and with justice from henceforth even for ever. The zeal of the LORD of hosts will perform this.”
4. This refers to the closing statement made by John F. Kennedy given at his inaugural address on January 20, 1961: “With a good conscience our only sure reward, with history the final judge of our deeds, let us go forth to lead the land we love, asking His blessing and His help, but knowing that here on earth God’s work must truly be our own.”
5. The fall of your president. The assassination of President John F. Kennedy on November 22, 1963.
6. Brother of the slain one. This refers to Senator Robert F. Kennedy, who was assassinated on June 6, 1968.

9. The Retreat of the Resurrection. The Resurrection Temple is in the etheric realm over the city of Jerusalem, in Israel. This retreat, a focus of the resurrection flame, is under the charge of Jesus and Mother Mary.
